When is cingular gonna update to 3G tech?

Aren't they already? They're using HSDPA, which many consider 3.5G, but at least 3G. It may not be available in all markets yet, but it's out there and people are comparing it very favorably to EV-DO, with most saying it's faster until the EV-DO A comes out.
