OK, having a discussion with a girl friend. When do you write Cardinal numbers in English? Let's say you write a formal letter, how do you write the date?

18th January or 18 January ?

Nope... they're talking about whether to write "Month Day" or "Day Month", the difference between "January 18" and "18 January".

It seems you're asking about the difference between writing "18th" or "18", which nobody here has covered.
