When there's nobody else around while you drive on an unlit highway or backroad. As stated before, don't use them in fog as the light will actually reflect back into your eyes and make it even harder to see.

You may be unfit to drive.
They are not fog lights but to use them in the fogging condition give you a better view of what infront of you...so you dont run into people.
