I worked at CCCS for 5 years and I got out of the business in 99. When did this come the rule?

It floors me that I have to work 1.5 hours to get a copy of my three reports. People told me I could apply for a credit card that I know I'll get turned down for but that has 2 problems.
1. That will count as a hit against my credit report.
2. That only gives me 1 report instead of all 3.
I can't believe this happened (state not federal level) without any backlash.
