Could be, I read in the paper today there was an 18% increase in goals scored last year over the previous season, which is the largest increase since passing was allowed in all three zones in 1929. This was probably due to the number of penalties called since the refs are being far more strict enforcing the new rule set. So they may be announcing the penalties out loud to pound it into the players' heads that the rules have changed and until they start playing like they have the refs will continue to call the penalties

They've done it for a long time. The ref doesn't turn on the mic every time. It maybe that only one of the two refs is mic'ed. I was at the 'Canes game tonight and it seemed about half of them were announced by the ref.

Eliminating the center line for two line passes probably helped scoring also...

Depends what network is covering the game.

They sure as hell don't do it on CBC, TSN, or Sportsnet. The only network I've seen have the refs do it all the time is NBC.

I dunno, I haven't seen NBC games yet, but i think they did it on OLN, and when i was watching the NHL Center ICE preview - I saw it on multiple stations. I'm not sure.

Even in games where they did it, i didn't always notice it.
