When did At&t stop charging franchise fees for cable internet service.

Just checking out my latest cable internet bill from them and noticed this at the bottom of the bill.

If their not charging us any longer for franchise fees, I feel I should receive a refund for the past couple of years they charged me for this. I thought it was stupid in the first place.

Now my utility company needs to get rid of their stupid fee and I'll be happy.

Thanks. On my last two bills, I've had $16 in service discounts applied and I wonder if those credits are from At&t giving me back those franchise fees that they said they were crediting back since march. The article was very helpful.
