I have a 15% off coupon on systems over $799. If I put together a system that is $869 does that not count? Does the base price need to be $799?

Is the coupon for Dell Home or Dell Small Business?

Are you configuring your Dell in Home or Small Business section of Dell's web site?

Make sure to read the super tiny print on the coupon, some exclude certain models.

Most likely you're on Dell Home attempting to use a Dell SB coupon.

Clearly! I've been trying to buy a system for the last week. Every configuration offers specials that no other config. has. One system has a $140 charge to upgrade the monitor, the other has a $560 charge to upgrade to the same monitor. Are all the good Dell deals dead forever?!

It's a SB coupon and I'm on the SB site.

These are the exclusions:
Before taxes and shipping. One coupon per customer. One time use only. Non-transferable. Offer excludes Inspiron 1100 and all Inspiron notebooks with mail-in rebates of $200 or more, Latitude D505 notebooks, PowerEdge SC servers, all FreeDOS n series systems, Dimension Outrageous Deals, all LCD and plasma TVs, Dell LCD monitors, digital cameras and the Dell 3200MP projector.

Nope, you just have to know when and where to find them.

I just received a loaded Dell Dimension 4600 for $399 with free shipping.
