When can you tell that someone's giving you advice rather than discussing?

The two words mean to me:

Advice = Giving an appropriate course of action to another (One Way)
Discussion = Goes both ways, in depth talk with two different minds and perspectives collaborating for a better answer.

How can you tell implicitly whether or not someone is clearly giving you advice or when they're willing to discuss things further with you? How can you tell when it seems someone is giving you advice when they phrase it as if it could be a discussion?

Maybe I'm off, but a clarification would be nice :)

Well, I think the real issue here is pretty simple, in that you need to have a mod close this thread. Everyone knows this.

Seriously. Thats it. No one I meet nowadays wants to "discuss" anything. They just wanna gab and make me hear their side of the story. Thats everything and everyone. Doesnt matter what the subject is or who starts it, I always end up listening to someone elses rant.

Probably why I spend so much time here.
