When are the next generation of GPU's going to be out?

Supposed to be the next gen cards, so it should be a "major" upgrade - whatever that turns out to be.

It should be about like GF3 -> GF4... possibly even more difference considering we just moved to DX9 which added a bunch of new effects and technology.

Spring, and major. Not really like GF3->GF4, from the sounds of it (which was mainly a clock bump and some minor hardware adds). NV40 is rumored to be 8x2, R420 to be 12x1--big changes. Should be very interesting.

Probably just a "brute force" way of improving on the R3xx core. Just how ATI found some benefit in going to 8X1 from 4X2, they probably feel 12X1 can be as good as or better than 8X2 in certain situations.

One thing's for sure, both new cards should be nice improvements over what is out there now, and that will be impressive. We've had only marginal improvements (on the whole) ever since the 9700 Pro (R300).
