I am yet to see these wheels on the road anywhere. I have seen them on TV a few times.
These wheels are 2 parts, they have the standard "rim" then they have a separate top rim part that spins at it's own speed depending on how fast and how long you were driving. They sure look awesome when your car is stopped at a light and the rims give the effect that your wheels are still spinning.
