Wheel rust removal?

Bought a set of used Motegi SP10 Hyper Black wheels and one of them has what appears to be some rust or corrosion on the surface. Can't tell if its through the coating or what... I don't really understand rust all that well in general actually. These are cheap wheels so I wouldn't be surprised if the coating scraped off and then rust came on in.

If I could just stop it from spreading I would be OK since its not so obvious from a few feet away. If I could polish it back to normal that would be great... what does the ATG suggest?

This. There's essentially no chance that wheel is made out of something that can rust, so you're dealing with surface contaminants.

So some kind of foaming wheel cleaner and a light brush maybe?

Have heard of white vinegar being mentioned...
 
Try a clay bar. Definitely go for the gentler cleaners first. Ruining the finish with a harsh cleaner will have you kicking yourself later.
