I think half of the problem is that most manufacturers try to cram in sensors with as many MP as possible, regardless if the quality suffers as a result. Most consumers are complete idiots and will blindly assume that 8 of something is better than 5, even if the output is some amorphous blob of color only vaguely related to what you were trying to capture.
The only way this will change is if someone actually does put a good sensor in their phone and slaps some kind of fancy marketing term on it.

and not the other way around? I've had my evo 3d for 2 months now and I can safely say the camera is still as useless as the one on my old touch pro. it's only good for still life - literally. Any slight movement and *SMEAR*. Nope, hold very still.
Most people don't walk around with an expensive camera in their day to day lives.
