Whay can't I format this hard drive?

I have a Western Digital 30.7gig that i had in an old computer. I just moved it to my new computer and know i want to format it. By the way it is split into 2 partitions. When i tried to format, just by right clicking the drive and choosing format it said to quit any utilities using the drive. i can't think of any that are. So I deleted everything off the drive hoping it would help, but I still get the error, what could be using it. What can I do, will it work if I use a startup disk and format in DOS.

I always format in DOS, I can never seem to get Windows utility to work.
 
Partition Magic 6.0 won't even see the drive. All it sees is my raided Maxtors, and drive 2 which it says is bad. The drive 2 it is talking about is my D: drive i think, that is my partition with Win 2K on it. Other then that it does not even notice the WD. How do I check for the 2K pagefile? By the looks of it the only things left on the drives are the hidden recycle bins, which i can't delete.
 
Right it will say drive 2 is bad ! Unusable.......
Go to "create" under options in Partition Magic.. When you create.. It does a "correct" format so windows will see the drive.
Partition Magic is an incredible program but you MUST spend time studying it to know what it is capable of....

Remove all other hard drives except the one that's not working. Assuming that the BIOS can recognize it, boot off a floppy with ZAP on it. The EXE file decompresses into a .COM file and a .TXT file. To use it on the Primary master, type in ZAP 0
Then you should be able to Fdisk and format. Just be sure to put Fdisk and format onto the bootable disk first; they're found in the Windows/Command directory. Just be careful with ZAP - it basically wipes a hard drive in a fraction of a second.
 
Well the drive it is saying is Bad is the D: partition on my Raid array, it does contain my Win 2K, but it is working fine, other then PM saying it is bad? Should i fix it somehow? I am not talking about that drive though, I am talking about my WD which is in two partitions which windows recocnizes as L: and N:, they are seen in windows, but not in PM. What should I do.
