No, he stops at 11:59:00, and doesn't continue until 12:01:00. Therefore he doesn't nef during all times greater than 11:59:00 and less than 12:01:00, which is essentially two minutes.

BUT, you could also say he nefs until the 11:59 minute is completed (11:59.9999...), resuming again at 12:01, thus giving 1.0000000000000000....01 minutes of neffing time.

Sadly, we need more details to be sure.

No, it is impled that 11:59 is 11:59.00. If I told you I had one apple, it's clear that I have 1.00 apples, and there's no way to imply that I meant I had 1.99 apples.

You can't compare a tangible object that you hold in your hand with a unit of measurement. Nothing is implied here. Case is still open.

When anyone states a specific time it SHOUld clearly be implied it's the start of the time. If you say "meet me at 4 o'clock", you don't mean 4:59, or even 4:00.99. You mean 4:00:00. No decimals clearly implies that a zero should follow it. Therefore, it's two minutes.

Because 11:59 can be used as an abbreviation for the entire minute, it's not implied. When you ask someone for the time, they generally don't say "It's 4:30.21, they say it's 4:30."

It SHOULD be implied, but it isn't so the possibility is still open.
