what's wrong with this controller card ?

I have a CMD PCI 0648 Controller card and for some reason a zip drive that is connected to it is not working properly.

The problem is that whenever I connect my zip drive to that controller card, master, slave,primary, secondary, etc..., windows 98 doesn't let me eject the zip drive manually by clicking on the button. This does not happen when I connect the zip drive to any of the IDE channels on the motherboard.

is this a problem with the controller card or with the zip drive? I downloaded the Iomega tools and they didn't help at all.

Ah, yes. The CMD 64x series. The Linux driver for these chips has this to say about them (censored because this is a public forum):

So yes, it's a controller card problem. I can't really think of anything you can do besides ditching it for something better. Sorry.
