Whats wrong with my port?? Bittorrent/Azureaus

I use azureus for downloads and lately I've been getting some errors When starting up Azureas.

Heres what they say:

Failed to establish listen on port UDP:46281. Check that other applications aren't already using this port. Also check for another copy of Azureaus running.

So I know that another copy isnt running. I've tried switching ports but after a while I get hte same error. Every port I've switched to has been port forwarded through my router.

My question is: Could someone be hijacking this port as we speak? How likely is the scenario to occur? What is going on?
 
Does your router keep assigning new IP addresses to your computer through DHCP? If so, you need to update your port forwarding to send the packets to the new IP address.
