What's wrong with my DSL connection?

When I download a file on my home DSL connection (Pacificnet/Pacbell) using a browser, I get download speed of 35-40 KBytes/sec. However, when I download the same file using Mass Downloader (it creates multiple download threads), I get the speed of 150-155 KBytes/sec. At the same time, my friend downloads the same file from the same server on his DSL connection (different ISP - Earthlink, same TELCO - Pacbell) using browser (only one download thread) and gets the speed of 150-155 KBytes/sec.
Question: what is wrong with my DSL connection?

Your connection is fine. It sounds like you need to apply the RWIN patch found at dslreports.com (and several other sites). Go here and then go to "Set RWIN" in the drop down box. You'll find more info on it and instructions on how to patch your registry.

No, it's not RWin. RWin is set ok on my system at 64365 and I get HEALTHY SETUP on DSL Reports test page.

Seems like an RWIN issue to me. I had the exact same problem until I applied the patch.

You could always put up a linux box to see if it's your connection or OS acting up.

I tried different RWIN values - 16000, 32000, and 65535. Makes absolutely no difference...

Might be using different access equipment between different ISPs. sometimes ISPs lease space and access in the CO. Could also be different physical lines.
