What's wrong this Halogen lamp?

My sister has a halogen lamp. The bulb blew and she replaced it. The new bulb blew in three hours and another new bulb in about 4 hours.
I don't know much about these lamps. Is there something in the lamp like resistor or power converter that can go bad?

I'm sure it has some kind of voltage regulator to make sure that it doesn't kill the bulb. Sounds like you need to buy a new lamp. Halogen bulbs are expensive.
 
Aren't you not supposed to tough the bulb when replacing them? What if they are smeared with some hand lotion or something?

Let's rephrase that. Make sure the sister isn't touching the bulbs. Oily fingerprints cause halogen bulbs to blow. There is probably a warning/instruction on the bulb package.

Yep, hold it with a paper towel or such when you install.
Also, make sure the lamp isn't getting bumped while the bulp is hot.
 
She knows about the not touching the bulb and she didn't touch it.
She did notice the filament was broken on each bulb after it burnt out.
