What's worse, export tax or import tax?

Are they equally harmful? I was thinking if the tariff was to be collected by and valued by the States and if it was at 5% consented to by every State in the union, beyond a shadow of a doubt, then it would come closer to its desired effect or at least wouldn't have the disastrous effects.

I think an export tax would've been better for a national republic or for a monarchy.

Confederalizing any tax within the same nation makes it less harmful or probably neutral, maybe beneficial. However, under a confederation the power to tax is not only unnecessary and unethical but its harmful... only one reason is because borrowing what is printed or minted is a tax and the creditors, public or private can't get cheated... the people would always be in less debt under a Confederation that lacked the ability to tax and the confederal union could just print money to pay its creditors the few times it even would be in debt... that money wouldn't necessarily be worthless because people would save it and switch to something else if it was collected revenue. If all taxes were repealed, then govt spending would come to a halt and the true national debt would go down quicker and be liquidated with the govt getting less revenue.

In other words, if only half the bailout had taken place (like only GM saved or only the banks saved, but not both) Obamacare and Dodd Frank hadn't been enacted, then CG taxes could've been abolished, spending could've been close to as high as it is now, and there probably wouldn't have been any new debt for this FY or last FY. Obama has had his doubts about Central Planning, Romney has zero doubts about central planning...

the latter would get more govt revenue than Obama, he'll spend more due to the facts that he supports subsidies via contracts and voucher and that he's going to put boots on the ground in iran, he'll inflate more, and so debt will go up more when Romney becomes 1st American Emperor. Wars should always be paid for by borrowing alone because the debt can be cancelled after the war is won and it is cancelled by the right of the people since they didn't fully consent to the debt.

They should've had export taxes though in the Constitution rather than import taxes... the tariff system was the worst possible thing the Hamiltonians could've done and they just created more instability, especially after the Civil War when they became dominant. I realize that the export taxes wouldn't make things cheaper in the long run, but they can be good for suppliers who need raw materials (import taxes can't be assuming there is a general tariff with the same rate on everything), they aren't worse for those who want to accumulate capital, they aren't worse for laborers, and they surely are neither worse nor better for consumers.

The fact that export taxes have never been tried by any govt ever also indicates that they may not be as terrible. I was thinking the Russian Federation will need to become the Russian Confederation if they hope to defeat the American State.

All of that said, the supreme terrorist, counter-revolutionary, and non-Jeffersonian American State needs to die and I'll be glad if I help it collapse as long as no one I care about gets injured or murdered from the chaos that is going to be inevitable... or at least as long as long I achieve 60% success in that part (I could possibly not know about it, not worry about, believe it was for the greater good, etc, etc). Putin's ass is about to be abolished, so I hope the Russian people are smart enough to support confederalism rather than going back to centralist communism... the latter of which they should know didn't work and never will. If they hope they and their allies win with minimal damage to themselves, then Russia needs to fight the upcoming with confederalism because Romney, Bibi, and the UK sure won't. Everyone but the Russian oligarchs would leave the country too (they wouldn't have access to national lands to get rich off of; their public-private partnerships would be reduced), so confederalizing their governmental union (union is artificial, a legislated construct I know, but it will protect their lives, liberty, and property against the US govt) starting now and lasting forever would be a win-win for the Russian peasants.

Perhaps after Russia wins the Hot War or simply the 2nd half of the Great War, then they can dissolve their union completely.
