If you're like me, you've probably noticed that there are these new fangled monitor sizes out there now.

Specifically, I'm wondering if these monitors advertised as 23" are a new panel size or are they just reporting visible size rather than panel size? Are the new 23" lcds a different size than the old 24" lcds?

Yes they are new panel sizes. For flat panel technology viewing size = panel size for all practical purposes(there is a minor loss in size but nothing like ol' CRT days)

This seems to be the case, from what I have seen.

Yes. They're even a different size than the old 23" LCDs (they did exist before, you just didn't notice).

I doubt they can do that. The size of a monitor (be it CRT or LCD) is regulated. This was due to the fiasco of the industry creatively including the bezel as part of the monitor size. Basically back then I could have a 17" monitor with the same viewing size as someone else's (or today's) 15" monitor because they included the bezel around the glass as part of the monitor size.

I believe part of the new weird LCD sizes is due to the industry moving to 16:9 aspect ratio monitors. This is done so they can use the same size panels for both HDTV's as well as computer monitors. Not only that, I have read that you can get more pieces of 16:9 glass cut compared to cutting 16:10 glass.
