What's with the "Welcome to Condom Country" Gay Marlboro ads?

Anybody seen these or are they a Toronto-only phenomenon? They're basically Marlboro ads but the cowboys are gay and it says "Welcome to Condom Country" instead of "Welcome to Marlboro Country". They're put out by an AIDS organization but to me it sounds like a big fat waste of money.

I think they're funny too. But I have a sneaking suspicion our taxes went to pay to make me laugh - and frankly, this in itself isn't funny
