Whats with the quiet fast-talking gibberish at the end of some radio commercials?

For instance I just heard a Honda ad on the radio. At the end instead of the normal quiet, quick "Certain conditions apply. Offer good for those with approved credit." or something like that there was a full 10 seconds of blabbering. I have heard this commercial 2-3 times and put full resources towards understanding WTF the person is saying but I only get 2/3 of it. He rambles off numbers and crap so damn quickly, why do they bother?

But if most of us can't even get all they're saying how does it appease the lawyers?

I agree w/you 100% Skorb. I think all that gibberish is crap too. All that 101MPH talking crap is called "Disclaimers." Just because you (or I) can't understand it b/c he's talking so fast doesn't mean anything to lawyers or courts. The advertiser said it, in English, within the advertisement for said product. They are legally covered. Here is an example of a typical car dealer disclaimer. Try reading it as fast as you can and imagine hearing this over 3-second span.

"Two-point-two-percent financing only applies on the second Tuesday of each month only with a full moon clearly showing the night before and if you were wearing red socks. All dealer markdowns apply on all other days of the week except Sunday in which case you must bring your mother and the doctor that delivered you into this world with you to verify your identity. All other cars on the lot except the black one in the corner under the tree will be sold at maximum profit as determined by the salesperson at the time of sale."

"We're required to say it, but we prefer that you don't understand it."

One add was for new Kia's. $89 down, $89 month. The first time I heard the commercial I thought "Whats the catch?". It took until the second time of deciphering the garbage at the end to realize that this was only for the first year.
