I don't understand why it's a "phenomenon". Plates are constantly shifting, and the earth has thousands of earthquakes a day. Some are just bigger than others

Earthquakes happens all the time... it's just mostly happens in non heavily populated area usually. Every once in awhile, by just normal random distribution, you're going to have a series of them happening in more heavily populated areas... just as is happening recently.

East coast too.....they had one in Alabama a few weeks ago at 4.9 richter. (or close to it)
We felt it up here in north GA.
