first there is one on MTV then a couple people have told me they know cutters and now some girl tells me and shows me what kind of cutter she is (takes a hot searing razor and cuts inside her thigh)

I'm guessing people who cut themself (aka self harm).

Not as unusual as you'd think amongst teenage/early twenties girls. I've known a couple who did it - usually leading up to a suicide attempt, but not always. If you see a girl who always wears long sleeves, or lots of bangles on her wrists, then it might be a sign she's done this in the past.

it's the new attempted suicide (you know, where the person attempts suicide but it's obviously a cry for attention because they didn't even try and do it right).

I knew a girl in junior high who tried to kill herself by slicing her wrists....... with her mom's car keys. at the time, it was the biggest drama in the school. but I can't look back on it without bursting into laughter.

Not exactly. The veins and arteries connecting the legs to the torso have so much blood in them that if they are cut, you can die within 5 minutes.

Apparently they do it not to attempt suicide or even bring attention to themselves, but it's an outlet for emotional pain. They think that this physical pain will either replace or occupy their emotional distress. They do it in private areas so that they can keep it to themselves.

It's not a new thing, back when I was in high school (12 years ago) one of my good friends at the time was a cutter. I tried to understand why he did it and all I would ever get for an answer is "You just dont understand, man...". He also wore pantyhose as sleeves if that makes any sense.
