Whats up with this LOUD Intel retail fan??

Its a hot day today, and with CPU temps climbing past 50C in a hot room, i decided to downclock my CPU a bit. The fan was around 3300 rpm at 50C. Now at 38C it is 4100+ rpm. What gives?

Most of you guys say yours runs at less than 3000 rpm.


Noise... loud... no good.
