Whats up with my K7TPro 2-A?

Heres the deal. ive seen this post simlier to my problem please read.
Running a K7T Pro 2-A M/B
Duron 600@1GHZ Unlocked
FOP-32 Ide 39C

Im running the CPU at 1Ghz @ 1.8V runs great! Ive had it running 4 hours installed apps opening programs and playing UT. I can do a warm boot and everything is fine. BUT if i do a Cold boot it wont boot up or even the monitor wont come on? I have to hit the insert key and boot up then I can go back to running at 1GHZ again. But when ever I do a cold boot it wont boot up it just beeps? I know its not Overheating. So what could be the deal? Ive tried two differant Muskin Rams.
I though it might be my AGP running at X4 and switched to auto for my Voodoo 3-2000 card. I went to OrangeDeltas webpage and did some tweaking also. Also the Diagnostic-Led code indicates 0100 which says it may be cause of Memory something or the other? Which I dont think its my Ram. Also the highest my voltage gos up to in the bios settings is 1.8 shouldnt there be a 1.85 max setting? Also in the bios in the Advanced Chipset feature it shows in the book for example:
Bank 0/1
Bank 2/3
ect.. you know for the ram setting speed. But doesnt show up in my setup BIOS?

The DRAM Clock only has a setting of Auto/100/133? Can it be changed to host CLK? It shows it like that in the book? I'm mising something here guys?

Sounds like a power supply problem. I have a 70W Peltier element and I have to have to power-on, wait a few seconds for the peltier to get running, and then hit the restart button. All that in order to get my video to init. Not a big prob. Sometimes it cold boots fine.

I was thinking the samething Unsickle. But it will boot up fine at 900MHZ. I wouldnt think that 100MHZ would stop me if it was the power supply.
BTW its a Enlight 7237 Case with a 300W P/S and Im only running 1H/D and CD-ROM off the P/S. Surely its not the P/S I wouldnt think.

Try disabling ALL power management functions in the BIOS. Seems to be a common problem with the computer failing to start, though the power supply is fine.
