I suspect he wants to know what application was used to make the graph. It's a fairly generic looking graph, so it would be pretty hard to guess what program was used. I'd recommend asking the person that posted the graph since it's pretty likely that they would know... 😉
 
It looks like a sever stats log, I doubt that there is a server set with type of specific folders by themselves.

Thus it can be any stat/graph program with "real" or made believe manually typed data.
