whats this stop error code mean?

been getting the following stop eror in win2kpro, each time i try to boot up. This was a fresh format/reinstall so i havent been able to install any drivers or other software yet cuz the error keeps preventing me getting into windows itself. Going into safemode gets me in but since i have no software installed or anything, i cant uninstall whats not there.

STOP: c0000221 Un known Hard error
\systemRoot\system32\ntdll.dll


Anyone know where i can find info on the stop error codes and what they mean?
