My OS is installed in my C drive and suddenly I have RECYCLER, System Volume Information & temp folders in my D drive. What are they doing there and can I delete them?

No, don't delete them. System Volume Information is crucial, and RECYCLER is the Windows recycling bin. If you want to empty your recycling bin, either go in the folder itself and delete all the files, or do it the conventional way, but don't delete the folder, it'll probably screw things up.

Each partition or drive has it's own individual Recycle Bin reserved space (whatever you set it to, unless you set a systemwide limit) and each drive needs a System volume information on it to know what is on that volume (drive), so yes, you need them because they are crucial.
I think better advice may be to re-hide hidden/system folders so you can't damage any files/folders at all.

No, both folders will appear on every partition you have that is visible to your Windows OS. It's best to leave them alone.

Ah... Ok thanks. Just needed to know if it was necessary/crucial that they were there. -.-
