Whats this mean(paypal email)?

As part of our security measures, we regularly screen activity in the PayPal system.
We recently noticed the following issue on your account:

Your bank has contacted us regarding some attempts of charges from your credit card via the Paypal system. We have reasons to believe that you changed your registration information or that someone else has unauthorized access to your Paypal account Due to recent activity, including possible unauthorized payments placed on your account, we will require a second confirmation of your identity with us in order to allow us to investigate this matter further. Your account is not suspended, but if in 48 hours after you receive this message your account is not confirmed we reserve the right to suspend your Paypal registration. If you received this notice and you are not the authorized account holder, please be aware that it is in violation of Paypal policy to represent oneself as another Paypal user. Such action may also be in violation of local, national, and/or international law. Paypal is committed to assist law enforcement with any inquires related to attempts to misappropriate personal information with the intent to commit fraud or theft. Information will be provided at the request of law enforcement agencies to ensure that perpetrators are prosecuted to the full extent of the law.

Scam or what? I did click on the link but it timed out. Should I worry? My paypal account seems fine.
 
there was more to the email. I've never got one before but have heard of them. Hope me clicking on the link didn't do anything. It had a ID case number in it. Owell it looked legit. But didn't know paypal won't address you by your email.

Things to look out for:

1. If they address you by your email, it's a scam. Paypal always says Dear <Your real name>.

2. The link they sent you, if clicked will send you to a site like http://66.23.134.21/blahblah, in other words, it's NOT paypal's site.

3. look at 1. and 2.
 
wow. didn't think anyone clicked those links in emails anymore. i guess if you send out enough, you're bound to nail someone.

oh, if you can't remember paypal.com, use x.com
 
It's a scam. I've gotten those before also (even after I cancelled my PayPal account since I don't use it) and they had supposed confirmation numbers in them. PayPal, as well as pretty much every other company, will not ask you to update account information through a link in e-mail.

Was the link and I am guessing it didn't work because they put https. The email looked very legit to me. Owell I been a member for 4 years and have never got a email like this from them thats why I sorta thought it was legit.

At least I asked before going even farther which is more then what alot probably do. But if my account does get suspended in a day or so we can have a good laugh about how we was wrong 😀.

EDIT:
Looking at the link you sent me it looks like https is what a paypal site starts with.
