What's this error mean?

I get the blue screen, with the message:
An exception OE has accured at 0028:c0031A54 in VxD This was called from 0028:C00301F9 in VxD
I just got a cable modem and upgraded my cpu from a 1 gig to a 1.33 gig, so it might be one of those things, any ideas?
