What's this cpu Thermal Throttling setting on my Shuttle AN35N-Ultra?

Didn't have it until I flashed to newest bios, it defaulted to 50% but can be raised or lowered.

If your CPU temp gets to a setpoint that is specified in the BIOS the system will throttle back on the CPU freq. in an attempt to cool the chip off. I turn that feature off btw.
