what's the temperature coming out of an AC supposed to be?

RAT (return air temp) = temperature of return plenum upstream of evaporator coil. The service technician typically inserts the sensing part of the thermometer in the expansion joint of the return duct before the transition or collar going to the air handling unit. SAT (supply air temp) = same idea but downstream of the evaporator in the supply ductwork which would be just above the AHU in an upflow unit. ?=RAT-SAT.

Check the filter & blower if it is your responsibility

Other wise, call the landlord/HVAC tech because your are a renter & shouldn't be messing around with other people equipment.

OP: How hot is it outside? If you have a 1.5 tonne unit it just may not keep the indoor temp as cool as you like. ;)
Unit size depends on volume, surface size, R factor, amount of single or double panel windows & doors, slab or crawlspace construction. Therefor it is hard to suggest the unit size with out hard numbers. You can find HVAC companies that will sell you what ever you want with out proper sizing, and they seems to over size the unit (more cash & making sure that it will cool down the house) with their ball park calculations.

Oversize heat pumps increase start/stop operations that translates to higher wear & tear, also increase in energy consumption, and lower the ability to dehumidify.

PS. Heatpumps calculation is calculate to the 97.5% season factor.
