What's the quietest/lowest power (usage) card to play Battlefield 4?

I'm looking into getting a desktop that i'll primarily be using for web browsing, acting as a home server, and would like to play some battlefield 4 (1080, at least 40fps). It's going to be the only game i'll play for a year or two, not much of a gamer otherwise. I'll be building an always on mini-ITX build so that's where the quietness and low power usage comes in. I was thinking maybe the Radeon 260 when it comes out?

r9 270x by MSI, one of the quietest gpus out there, http://www.techpowerup.com/reviews/MSI/R9_270X_Gaming/23.html

gtx770 also by MSI, one of the quietest, faster than the r9 270x and more power efficient

The r9 280x will offer the best bang for your buck in BF4, unfortunately it is not that power efficient and noisier than the above models.

EDIT:
Sory about that. Getting above 40FPS in BF4 1080p without sacrificing image quality a lot... you will require at least a 270x. Those cards will probably not fit into a mITX case. You are left with a few short GPUs that the market offers and you'll also have to make a sacrifice in the noise department.

Maybe wait for a Steambox?

I wouldn't do non reference in a tight mini-ITX build, and Nvidia has the best reference cooler but that's really only applicable on the 770 or better.

Also Nvidia has the best idle, video play back and multi-monitor power consumption. Just something to consider I guess given the usage you're looking at.

What's your budget? If you buy a decent mini-ITX case you can can slap a 280X in it with no problem. If you're looking in the 260 price range that would be a great option as well.

Buy an AMD APU and use 2133+ MHz RAM with it

I really don't think that's adequate for 1080p BF4 at 40fps. 720p maybe, not 1080p.

For a good 1080p gaming experience, it highly depends on what settings the OP wants. Ultra? GTX 770 / 280X and up. Note the 280X is too expensive at the moment so the 770 would be better if buying right now.......If willing to dial the settings down, the 270X or GTX 260 (260 being faster) at 210-220$ to 250-260$ respectively would be the better option. The 270X performs well for the 200$ mark, but won't provide you with ultra settings at 1080p 40 fps especially in BF4 MP. Same applies to the GTX 760. The latter 2 options will play bf4 well at medium/high settings. For ultra settings at 1080p 40 fps, it will be costly. I'd say GTX 770 minimum.

I got it.

This card can power BF4 at medium setting easily with good FPS and you can fit this card in a tiny little case.

there is a gtx 670 version of that card, too
maybe you can still get one, it is supposed to be the fastest card that is no longer than the mITX board (~17cm)
