SATA won't affect the noise levels, unless the SATA counterpart to a PATA drive is a different base model.

Samsungs are generally considered to be the quietest, followed by Seagates.

Samsung's are amazingly quiet, even in action. Recent models are however configured for "performance" seek mode, so their head movement has become audible again. Before, they were configured for "quiet" mode that made them that but also lost them a few benchmarks. Either way, Samsung provide a utility that lets you set yours to "quiet", "medium" or "performance" as you please.

I have to agree samsungs are generally even quieter than Seagates with FLUID BEARINGS. Which I believe Western Digital might be offering on drives now.

Drive speed makes a difference also. I try to use 5400RPM in TIVO units when upgrading but they are becoming near impossible to find for better prices than 7200 drives today.

Samsung are just right now providing a new breed of ultraquiet 5400 rpm drives specifically optimized for media machines like TIVOs.

Pretty sure  I can feel the heat of the 1.5 TB worth of drives, etc. so they must be running... I just can't hear them! :)
