What's the point of resurfacing freeway on/off ramps and shoulder?

Seems like there's some kind of resurfacing project going on on some of the freeways in Southern California. Instead of resurfacing the actual freeway they're just doing the on and off ramps and the shoulders. What's the point of that? Sounds like a huge waste of tax payer's money.

What would cause the ramps to lose traction?

The only time I've seen traction problems on any paved road was when there was ice on the road.

Its where you are accelerating or braking to and from great speeds in a very short amount of time and distance on a slope, often while turning a bend in close proximity to other rapidly stopping and slow moving traffic backed up at a choke point.

It is also where traffic backs up at a standstill, dripping oil and coolant all over the middle of the roadway. Makes negotiating them on a motorcycle interesting to say the least.

ok then. Around here people slow down several miles before their off ramp so the right lane is always going waaaaaay below the speed limit

So many accurate and appropriate posts in a row, I don't know what I'm going to do with myself!

On/off ramps... Really?

Shoulders - More understandable. But think hard, and ask yourself what would happen if there were lots of potholes, broken chunks of concrete on the shoulder. Now what would happen when someone with car/truck trouble drives full speed onto the shoulder? Shit gets kicked up and a troubled car/truck gets even harder to control.

I work on the highway, I've only stopped on the side of a freeway once (amber light fell off roof), but done it on rural highways dozens of times. Sometimes I do it close to full speed cause someone's on my ass.

Because they wear out too?

This.

I hate it when they resurface the roadway itself 5 times, but only throw some random cold patch on the ramps, leaving them to rot and become cratered like the moon.
