i mean,

obviously you can do nothing about the copies, so the intent is to just associate someone civilly for blame should there be a leak?

well, perhaps they want ownership of the tape and contents on it purely for IP reasons. then they can sue everybody for copyright infringment who has an un-authorized copy of the contents of the tape.
