my 3 LED 80mm fans when they're on. intake on front, exhaust on top and exhaust in back. They make my PC sound like its going to lift off. The two side fans I dont hear at all, they are wired to use 5 volts. My cpu fan is probably the loudest when thsoe 3 fans are off, but even then, its not too bad. my GPU fan is a regular 80mm fan that I glued directly on the heat sink since the stock one was driving me crazy (shot ball bearings) and believe it or not, the glue is holding, and it never melted. that fan is not too loud but I hear it.
Also, check your PSU fan, I've seen some PSU fans that sound like a jet engine. If its the case for you just get a 80mm fan and replace it. some soldering may be required. Dont touch the capacitors. well you can if you want, that way you know what to expect if you do touch them by accident.
One thing with fans though, 1 you will hardly hear, its when you got multiple together the sound adds up. So sometimes its not just 1 fan that's the culpit, but all of them put together.
