What's the next step in the "war against terrorism"?

Ignoring any doomsayers in the media now and heightened alert status I think anybody is deluding themselves if they really think that the US won't experience another major terrorist attack or attacks within the next several years. Maybe this week or in 5 years, but let's give a bad case scenario:

Synchronized chemical attacks occur in subways, airports, and maybe a couple of major sports games. Total casualties similar to 9/11 with long-lasting effects likely in many times that. What can REALLY be done about this? I mean really short of arming all non-middle eastern decent people with guns and saying shoot any middle eastern person you see on sight (realizing that the vast majority of them abhor these events as much as the next guy but also realizing that all terrorists are coming from this group), what can really be done to defend against these attacks?

You think the gov't is trying hard now, if something like the above happens watch their efforts go to the next level. I just don't know what it could be.

Considering the landmass and population of canada there is about one person per 2 million square miles. You'll have quite the guerilla war on your hands!

We'd recruit,arm and train the Polar Bears and the Fur Seals. Needless to say the Fur Seals aren't very fond of the Canadians (they commit genocide on their pups) while the Polar Bears think they are pretty tasty.
 
The next step is to make the Federal government even more powerful and take away even more rights. I'm honestly more worried about our government's response to terrorism than any terrorist act itself.

We'll feed them contraband coca cola. No more polar bear threat!

 
I have a better idea. To draw out the Terrorists lets paint targets on the Backs of AG Ashcroft and his minions and when the terrorists try to take a shot at them we will nab them right after they pull the trigger.
