It's probably in the "run" key (HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Run). But yes, I would like to know what the Win2k command is.

easternerd, no it doesn't, on Win2K. For one thing, Win2K doesn't have a "Windows" directory. Secondly, the "WINNT" directory doesn't contain msconfig.
If you have a copy of windows 98, you can copy msconfig.exe to your Windows 2000 and use it like you do in Win98. You just have to say "OK" to the errors till the list shows up. The error messages will look like this:
"System Configuration Utility cannot read the Config.sys file because an error occured...blah blah blah" Just click on OK. You'll have to do this 4 times until you get the Startup list of programs. The reason for the errors? You don't have config.sys, autoexec.bat, system.ini, and win.ini in Windows NT and/or Windows 2000. So, msconfig.exe can't find the files and gives the error. However, if you just click OK to acknowledge the errors, it will eventually show your startup list.
If you don't have msconfig.exe available, you can download it here:
