Too vague. Social impact? Emotional impact? Physical impact? All or any of these? Negative or positive? (And against what standards do you measure that?) Impact on what or who? What do you mean by "action"?
"Worth" is generally regarded as an attribute, as in stating that something "has worth". "Action" has a number of different meanings.
Stating vague generalities and putting others to the task of divining some kind of assumed "truth" from what you're saying is a mark of sloppy thinking. Be specific. (Remember, I started this train of thought by asking thoughtful questions; you are the one making an assertion. I am merely asking you to either prove it or at least show evidence supporting your statement.)
