Run an AMD Athlon 2000+ Processor
A GeForce 4 Ti4400
2 Hardrives
3 Case fans
and A DVD-Drive + a TDK 24x CD-RW

My friend believes you can do all of this on 250 without ghosting.

Compaq makes a plain-vanilla 2000+ computer with one hard drive, one optical drive, onboard sound and video (low power consumption) and they use a 220W PSU. It's a business desktop system, so no upgrades to GeForce 4's are anticipated there. Maybe a truly top-end 250W could squeak by, but it seems kind of silly to build a nice system like that and then found it on a 250W PSU, when a good-quality 350W is under $50.

Dodge Viper with el-cheapo 75-series station wagon tires, anyone? :) Heh, didn't think so... ;)

You should be able to get a 300w enermax or enhance (220w 3.3v+5v...mmmm) for under $35 shipped...so why bother spending $150-$200 on that video card and then try a crappy PSU?
As far as using a 250...if it is a good 250, sure. The weight and combined load on the 3.3v and 5v is a good indication. If it is at least above 150w, that should work...I wouldn't risk a Ti 4400 or XP 2000+ on it, though.

Lastly, case fans don't seem to make much difference.

FYI: Ghosting is not caused by power shortages.

Power shortages cause random reboots. A name brand quality AMD approved (Enermax, Antec, Sparkle) will work just fine on 300w.
