San Francisco is pretty Ghetto these days.
Pretty much no matter where you go there is a crackhead homeless person on the corner.

As others stated, the miami area has several gems. I didn't see liberty city mentioned.

There's some parts of St. Pete that are bad.

Urban ghetto or rural ghetto or both?

I don't know urban ghetto b/c I hate big cities.

Rural ghetto is easy. When I lived in California the most rural ghetto place was the entirety of Kern County. That place is shitsville. They used to run PSAs on the radio warning people not to go onto the Kern river. They would go something like this:

"This is a public announcement to stay off the Kern River. 6 people died while rafting there last week. The Kern river is very dangerous and you will die. We warned you last week to stay away and still 6 people went and died. The week before we warned you to stay away and 4 people went and died. We'll tell you again: STAY OFF THE KERN RIVER OR YOU WILL DIE."

Now with where I'm at I'd say the rural ghetto is:

All the area east of California, south of Oregon and Idaho, west of Utah, and northwest of Arizona.

Well Seattle and its metro region are generally the highest crime in the state, aren't they? You don't hear too much about big gunfights going down in Spokane on a weekly basis or anything.
