What's the easiest free program to change bitrate of mp3's?

I have some 192 mp3 that i want to change into 128 so I can fit more of them on my MP3 player, what free program can I do this quickly?

if you want to downgrade the quality, you'll have to decode back to WAV file, and re-encode back to mp3 using 128 kbit.. (that's what i have done before)

i recommend CDEX for this.

LAME with RazorLAME will do it, without needing you to convert it into a WAV first. Just select the 192 kbps MP3 with LAME and choose to encode it as 128 kbps.

How can I set the bit rate to 112 using Lame under EAC?
I've tried the setting the "Compression Options" in EAC to 112, but it still encodes in VBR format. Changing from "High Quality" to "Low Quality" helps reduce the MP3 size. But even in low quality it still uses VBR encoding.

Don't preach to me about VBR offering more efficient compression. I'm listening to these MP3's in a noisy environment. So squeezing more on a CF card trumps "HI Fidelity". ;)

use the command line --alt-preset cbr 112 ?

I use Mpeg Suite, it has Mp3 -> Mp3 conversion to downsample the Mp3 files.

it's vbr, but the average bitrate will be 112

damn, i think anything under 128 and LAME with downsample the music though =\
