What's the easiest/cheapest way to go about setting up a website?

I really dont know where to start. Tried a free geocities site, but it was absolute dung. I don't really care if the host has advertising or not, but of course would rather it not, and dont want to spend more than $20/mo. Where's a good place to get started?
 
This is a repost of this thread.

1) Register a domain (such as Zephyranthes.com) through NameCheap.com which is an affordable and credible domain registrar. You can also use GoDaddy.com

2) You'll need a web host provider. RippleHost.com for $9.99/yr offers 200MB disk space and 4GB per month bandwidth. This comes with email, webmail and web hosting. So you can host pictures, videos, HTML, forums, etc. on your web site. You'll also get up to 10 email addresses.

You will have up to 200MB disk space to host your web site, forums, email, webmail, pichosting, blog and more. Also since you registered a domain, your email address will never change again - even if you move to a different ISP.

Edit - There are better web host choices available (for more $), just thought I would clarify that. Thanks Eric for pointing that out 🙂
 
Voting for AddAction.net here ! Have done ~6 domains with them and no disappointments at all. Solid company for an outstanding price.

Thanks for the help.

Now will the host offer me design tools or will I have to find them myself? If I have to provide the tools myself, what type of software can I use that isn' too complicated or expensive? I don't really have a huge amount time to learn yet another design program.
