whats the difference?

trading nfr software that has a key and software that is labeled NFR and doesnt come with a key(and yes MS has these they just automatically install)
 
Are you asking if either of those is ok or just the difference between the two?

I don't really see a difference between the two, as long as its still the same software under the same license why would it matter if it needed a key or not?
 
By "on campus" do you mean trading academic software from a school's licensing purchase, that is totally different cause you are just buying media, not a actual right to use the software, if you are a member of the school then you are covered under the licensing policy, but it doesn't hold true if you give it to someone else half way across the country.
