What's the difference between Division II and Divison III college sports?

I think its based on the size of the university.

Nah, I don' think it's that. My alma mater is Division II and it on'y has about 2,300 students. I know some Divison III schools that are bigger.

This may be completely wrong, but IIRC it's just based on the level of competition that any given school wishes to participate at. To belong to a division one of the main criteria is that you must play "mostly" schools of said division.
