hp = horsepower
whp = wheel horsepower (unofficially)
what's really the difference between the first two.

Horse power is defined as torque multiplied by RPMs divided by 5252.

Brake Horse Power that is measured from the crankshaft via an engine brake (dyno). This way includes all accessories running (AC, alternator, etc etc.)

According to the last link it's without accessories. Like the man says, RWHP is the only one that really matters.

Yes, Rear Wheel Horsepower is very important, especially when testing FWD cars.

A related technique is the handbrake turn, in which the rear wheels are deliberately locked in order to break the friction between the tyres and the road, allowing the car to be spun around a very tight bend or junction, etc.
