Available reflects pending debits/credits.

Bank balance is since items have hard posted to your account.

Have you used your debit card recently or made any ATM/direct deposits?

money that hasn't cleared yet, or is being help because of some other bank policy (usually to prevent fraud) is not available.

deposited checks take a certain period of time before the entire amount is usable. some amount is usable right away. that is available balance. the total amount is bank balance iirc.

EDIT: it appears from above that i may be incorrect.

Also, your bank may require you to keep a certain amount in your account. This will detract from your available balance.

If you have a cap on how much you can spend a day, then that is the available balance. unless your account is below that point.

Basically, it's the amount the bank will approve for you to spend/withdraw.

Has the concept of calling your bank and asking them ever dawned on you?

Generally no because the difference represents uncollected funds. If the hold is not released before your check is presented for payment it will be bounced as UCF (as opposed to NSF, non sufficient funds).
