the only difference I can come up with is that a lottery 'might' take skill versus a sweepstakes only depends upon chance.

I want a legititmate way to give away some money on the 'net without just handing it out. I don't think a lottery is legal.

I want to use it to promote a website..."money giveaway to someone that posts a message" or something like that.

Seeking legal advice on ATOT is usually a good way to find creative ways to end up in jail.

If you're serious about this, consult a lawyer, not a bunch of pimply-faced teenagers who don't know a habeus from a corpus.

Sweepstakes are free, and played predominantly by those who have money.

Lotteries cost money, and are played predominantly by people without money.
